It'll probably cause some serious deposition downstream and permanently alter the flow of the river. Water always flows the easiest way. For example, look at the formation of oxbow lakes - a river will continue on its original course for a while but eventually the increased sedimentary buildup will close the original path off.

Couldn't the EPA or a similar organization have their asses for diverting thousands of gallons of water out of a river and into the ocean?

The place i used to go on vacation had something like this, but like times ten. the currents were so strong it would wash you 100+ feet out to sea and the police had to shut it down.
