If watch dogs was made on the engine that GTA IV was made on, it would have been a much better game.

Cool thing about this mod is that police chases are probably more challenging because it doesnt give you a "press x to win pursuit" prompt.

Can't really agree. Watch Dogs would have been absolutely terrible with GTA4's Euphoria engine stuff.
i hate euphoria (GTA IV's version specifically,) it's clunky and unresponsive, and is only good for things not being controlled by a player. it's one of those things that completely ruins game feel. momentum and physics have their place in movement but GTA IV is the worst example.

or how about just moving around? I have to do this slow ass turn to move myself around while running, while in a game like San Andreas it turns on a dime and you're able to make quicker decisions and have better reflexes (like a game should) instead of being grounded in reality. or how about when i jump? it's slow to react to my hit's and completely breaks the flow of movement. or hell, even shooting takes what feels like a millennium to fire. the only time the game really reacts to the player is when you look down ironsights and going into cover.
if you want to see an example of my point being done right, and bear with me here, try any old-school platformer like megaman, mario, or shooters like quake, half-life/hl2, etc. those games let you control your speed and jump arcs and shit. while they are kinda out there in terms of the conversation, i hope they kinda show what i'm talking about, giving the player control. if the player doesn't have control, then what's the point of even having them. taking it away bit by bit because you need to have some [I]ultra-cinematic movement[/I] in your game is just silly.
granted those look worse in terms of game feel (see saint's row,) especially when you're grounded in reality, but it can still work and feel alright depending on how you emphasize other things (see saint's row.) IV grounded itself in this grit and bullshit that didn't fit in the series, which was pretty much the direction for everything else in GTA IV at the time, graphics, storyline, gameplay, and all, and implementing realistic things into a game only holds you back more. i want to be a badass in my over-the-top third person shooter game, hard to do that when im flopping around like some ragdoll on ski's

TBH Euphoria probably the main reason why I can still play GTA IV to this day and have loooaaads of fun.

It's fun, I really cannot argue with that, but it shouldn't be in super action focused games. At least not in the form it was in GTA IV.

GTA IV is clunky as hell and it plays like hell, however, this has nothing to do if euphoria since it's only active when needed like if you are drunk, burning, falling, getting run over etc.
The actual walkcycle for instance, th, and all other player or NPC movements and interactions or the horrible cover system are not affected by the euphoria physics routine.
It's like saying Half Life 2 controls are sluggish because it uses havok ragdolls.
Euphoria was great in The Force Unleased games. I loved making chains of storm troopers

It seems like a lot people don't know what Euphoria is and what it does. The regular movement in GTA IV doesn't use Euphoria for anything, it's just sluggish because that's the way they programmed it.
Max Payne 3 uses Euphoria also and it's not sluggish at all, but again, it has nothing to do with Euphoria. It's only enabled on the player character in certain situations, like being drunk in GTA IV or shoot dodging in Max Payne.

I agree with most of the things you said, I hated the clunky movement in GTA IV. But it has NOTHING to do with Euphoria.
This mod shows how lazy and generic Watchdogs was as a game, gameplay wise..
euphoria is the key to success
