A huge majority of the India rape cases have been Indian women. It's nitpicky and blatantly ignorant to think that the entire reasoning behind this law was the rape of a single white woman. No, it's the cumulative rapes of thousands of Indian women - most of which have been in the news. Laws take time.

Every single day my colleagues and I work towards a more tolerant society, person by person, little by little. It's extremely painful for me to see that such ugly ignorance exists even among members of this website, a community I've come to respect in my time here.
So yes, I was enraged that this jackass could imply that the other women who had been raped weren't as important to a country of Indians as one white tourist.

Understandable. Next time take a few deep breaths before posting. That's what I do when I get angry.
Aside from that: Maybe harsher punishment will help to secure the women down there, but I doubt it will do much good. After all even rape is caused by something and that's far more worrying considering the recent attacks.
I think that India will need to keep the punitive justice system alive for a little while longer until education and a semblance of metropolitan sensitivities are widespread enough that a rehabilitative justice system is more efficient. This will also require that the government work towards improving the plight of the poor.
When primary socialization is patriarchal, as it is in so many of the remote villages from which these men so often come, rehabilitative justice just doesn't have the right impact.

That's not at all what it seemed he was implying to me. It seemed more as if he was saying that, essentially yes all the Indian women that were being raped were essentially being cast aside and something was only done because of the outcry of the latter event. More that it was a shame that it took something out of the "norm" to get something done.
Still a stupid point because it's not really accurate but I think that was a pretty massive overreaction.
To change that primary socialization, the central government needs to project its power more into these remote villages, and come up with a sort of standardized education curriculum for the entire country.
That'll be far more difficult than it sounds - India is home to many hundreds of dialects of scores of languages.

Shadaez is hardly making a value judgement on the worth of each victim. He/she just seemed to think the law was rushed through as a reaction to a high profile tourist rape case. It was actually brought to the lower house last month, so you're right that they were wrong (which hardly warrants you getting so angry about it).
In any case, it stands that it shouldn't take a brutal rape to be the impetus for this kind of legislation.

Good, death penalty is much needed to clear out the scum, but of course only when there is much evidence, don't want any innocents being executed.
