This is in central Tallinn.
Most of the white text indicates the property security guards. A single complaint was made for them, which arrived 45 minutes later and by that time they had done it 6 times in the same area.
seen these experiments done plenty of times, i've said it before and i'll say it again
i'm not going to confront a thief that possibly has a weapon / is going to get violent over a [b]bike[/b]. it's not worth it, and that's what i'm assuming most people who witness something like this are thinking as well. if someone is at such a low point in their life that they're stealing bikes in the middle of the day out in public, chances are they couldn't care less if they punch someone in the face or stab someone in the kidney to get it.
i've heard too many stories and seen too many videos of people getting killed because they weren't willing to give up their wallet to a mugger and things along those lines. best to just get insurance on things that you legitimately need in the off chance it does get stolen you can freely give it up and get a new one

While it's true that no item is really worth endangering yourself over, OP said only one person called him in
What's surprising here is that no-one bothered to phone the police except for one person
So that's where my bike went...
But to be more serious, that's pretty much in a lot of places in Estonia.
A lot of people are underpaid and few people care for things like that.
The increased amount of these social experiments have given actual thief's a perfect excuse for if they're caught in the act by a random pedestrian.
When confronted, just tell the guy its a social experiment/prank, say you have a hidden camera set up recording this, point to some random bush/car/baby's pram, laugh it off with the person, thank them for being a decent human being and then walk away to find the next bike to steal.
