Call of Duty is full of it, they just have half competent writers. Maybe the translation team are to blame for this one, but I fucking doubt it.

I hate CoD but when is it ever really propaganda? The US is normally shown as brazen, somewhat incompetent and despite good intentions manages to dick things up in MW, then has one of their generals go rogue and help start WW3 and be your nemesis in MW2 and in MW3 they're hardly even present besides one character's story.
Hell, even the Russians in 3, despite the infantile attempt to tell the story, are shown as "Well they're really not that bad, their president wants peace!"

I'm pretty sure the evil russians in MW were because of a weird ultra-nationalist takeover that went too far
