Immigration reform should be about actually having secured borders so that you can make it easier for people to go through the immigration process.
The Republican argument of "Secure the border, then we'll talk" is such obviously transparent bullshit. Republicans do not want immigration, and the border will never be secure enough for them to agree to let more people in legally. It's just not a good faith negotiation, because Republicans simply never negotiate in good faith.

As opposed to the 1980s, when the Democrats said amnesty for the aliens, then we'll secure the border. The first part happened, the second didn't.

Or, you could have a more open boarder system (both figuratively and literally) which would help out more.
The current immigrants who live here illegally help the economy, and would help it out more if they were considered legal.
Immigration is just used as a scapegoat issue.
