Firstly, yes you don't get "flare" in your eyes, but you do get glare. Flare is from the multiple glass elements reflecting inside.
But if movies were to represent our eyes, they'd look really fucking boring.

The reason it looks bad is he took the digital Lomography slider and set it to 11.
He's using what looks to be over a 360 degree shutter. Meaning the blur is lasting longer than a camera can physically expose for. E.G. A camera recording at 30Fps, yet seemingly having 1/20 of a second shutter speed. Blur is overlaying over time. This is what is usually done digital to old PS1 games to give the sensation of blur or slow motion. Think MGS or something. He's doing it in full motion, which is bad.
He's also probably recording at a high framerate, blending down for good blur, but then adding a temporal delay and then throwing a post process blur ontop. I.E. He's making the effective shutter slower than the time a shutter can allocate for a framerate. Then the post process blur has artifacts causing the same visual look of those 120hz interpolation TV's.
Secondly he has peripheral blur. While artsy and neat in some special places it looks like he's recording this through a $5 Holga plastic lens. It's not even realistic in the camera world. He's also throwing on Chromatic Abberation caused by a lens not able to correctly refract all light at the same angle. This is how a prism works. For cameras the outside edges of the glass can't refract the light equally, which is where you get the color shift. He set it to like 10,000% a unrealistic amount of abberation in the video.
So in summary, what he did was in general, "Correct" in the method sense, but he put everything on way too much. Like most things, too much is bad. So I figured I'd explain why it looks terrible.
Edit: I will say his other videos are quite good. His portal music videos are good.
