maybe, but you have to understand how incredibly impersonal a school district with nothing but a designated number feels to someone from a place where many schools have a fairly unique name.
also most of our dystopian fiction shows districts, schools, cities, and people given simple number designations instead of names, so obviously i am going to associate the two.
