I'm not a conspiracy theorist but... These were Sunni prisoners. They will fight against Shia in Iraq. The Shia in Iraq are allied with Iran. Iran is currently engaged in not so friendly differences of opinion with the US and its allies. So if the US wanted to make trouble for Iran via a proxy force, this would be one way to do it.

I don't believe that it would fight Iraqis on behalf of Shia Iraqis again. It was too expensive last time.

I can imagine a suicide bomber just running up to a huge brick wall and screaming ''allah huackbar!'' blowing himself up. Then a crowd of terrorists with turbans on pour out of the wall with benny hill playing in the background.
