By that time, hundreds of inmates had succeeded in fleeing Abu Ghraib, the prison made notorious a decade ago by photographs showing abuse of prisoners by U.S. soldiers.
"The number of escaped inmates has reached 500, most of them were convicted senior members of al Qaeda and had received death sentences," Hakim Al-Zamili, a senior member of the security and defense committee in parliament, told Reuters.

I'm not a conspiracy theorist but...
These were Sunni prisoners. They will fight against Shia in Iraq. The Shia in Iraq are allied with Iran. Iran is currently engaged in not so friendly differences of opinion with the US and its allies.
So if the US wanted to make trouble for Iran via a proxy force, this would be one way to do it.

Iran has been hesitant to do anything of the sort since Khomeini. I don't believe that it would fight Iraqis on behalf of Shia Iraqis again. It was too expensive last time.
I can imagine a suicide bomber just running up to a huge brick wall and screaming ''allah huackbar!'' blowing himself up. Then a crowd of terrorists with turbans on pour out of the wall with benny hill playing in the background.
Seems like one step back for progress in Iraq.
