I can't think of any camera/camcorder that i've used that has a "sooper secret hidden hard drive" that the trained FBI guys just happened to not come across.
I would have just had suspicions if it was just the video, but the description just seems fake as hell.

Pretty sure government agents standing around in the capital of all places would
1. Be armed and likely drawn their firearms
2. See someone coming that close to them, they're highly trained agents. Some random dude being able to walk up behind one and touch him would likely not happen [b]ever[/b]
3. They would do far more than "let him off with a warning"
4. They would have deleted all the footage and possibly taken the camera as well
I am pretty sure they were some kind of officials considering they basically apprehended him, and told him he now has no rights.

government officials haven't been wearing black skinny ties since the early 90s. we don't live in the world of the x-files, get with the times, pass the update to your wardrobe crew.
let's also consider that government agents are just standing around a place that isn't even secure enough to stop someone from getting anywhere near their cars let alone someone close enough to film them.

1. You do not draw your firearm in residential areas within the capital unless you're being shot at. That's a one way ticket to getting yourself fired.
2. Majority of the bodyguards you'll find on congressmen are former police or military vets. They're definitely trained, though very few are what you would consider "highly" trained.
3. Depends on the crime. Poking a wire at a car is no crime.
4. The camera is not their property, though erasing the footage would be permissible as they're unwillingly on the film. (It's a legal black box of what the fuckery)

You'd be surprised how many contractors / security teams are required to follow that exact dress code.
All that said, these guys weren't professionals you'd find on a politician. They're probably hired scabs for the head of a law firm downtown.
The usual guys would (fairly) calmly search him, ask his intent, do a background check, then send him off.
