They're the same person. There's more then one flash, but DC can morph time for their characters.
Majority of the designs are terrible, just look at the Joker, Riddler, etc
I actually thought this series was more of an earth full of young superheroes and had different spin-offs of actual villains rather than just the sidekicks having their own mini-justice league

Well, It did win an Emmy last year for Outstanding Individual Achievement in Animation for character design
