I've looked online for an airsoft AK-12, and haven't found one. How difficult would it be to build a custom AK-12? Also, what's the cheapest way to get the upper and lower 3D printed in metal??

Depends on how competent you are at making things and how good you want it to be.
If you've custom-made an entire airsoft gun from scratch or around an existing gearbox, then it's not going to be as hard as if you've never made anything in your entire life. If you wanted to make a completely 100% accurate AK-12 out of metal you'd need to have access to CNC mills and lathes and all kinds of fancy equipment. You could make one out of plastic using slightly less heavy-duty equipment, but it's not going to be as durable as if you made it properly out of metal.
You could make something that looks kind of like an AK-12 by modifying an airsoft AK-74, but that still would take some competency at making things.
And considering the real AK-12's dust cover and reciever are made out of stamped and folded steel, it'd be kind of dumb to 3d print it.
What's my best bet at this then?
It depends. If you want an 100% accurate to real life AK-12, best get to learning metalworking.
If you want an AK that looks kind of like an AK-12 if you squint a bit and look at it from the right angle, stick a tapco handguard and a railed dustcover onto an AK-74 or something.

Of all the companies you could hope to make one, i think JG is aiming a bit low. I think somebody said they saw a spring AK-12 at a show once. Maybe you could get one of those and either use it as-is or ghetto-rig a gearbox into it.
I think it's kind of unlikely anyone is going to be making an airsoft AK-12 if the Russians aren't actually going to use it. Maybe one of the companies that make obscure stuff like the VAL and Groza might make one someday, but they'll probably be quite expensive.
