It DID run out of PP, and was using struggle towards the end, but then before the champion he used a max elixer.

It learns Tackle at 15, and Flail at 30.
Magikarp is an even bigger baller in gen5 because it can learn Bounce, which is a flying-type move with 85 power.
There's also an event Magikarp that knows Hydro Pump.
I love it when people use under-rated pokemon and actually know how to use them right. Even with a Magikarp.

You can pretty much do what the guy was doing with any pokemon if you have the items.
