As you know, many states forbid gambling. I disagree with this. If people want to throw away their money, or use their skill at (for example) poker, let them. Like many other debates, the government should not be out here telling people systematically what to do. A lot of these laws have to do with the government not getting a profit, but for winnings over 10 grand, the government gets their fair share, if won in a casino where things are regulated.
I agree, I live in utah and our schools are in drastic need of money. They could get it from the taxation on gambling, but utah's religious stature will never allow it.
They even threatened to fire teachers from the lack of money, it's terrible.
here in canada we have native casinos, but most people play poker with their buds in a garage/basement
We in Australia have gambling that is legalized in every state.

They make millions. In a very short time from people's addictions. Including from me.
Yet I think that you need places like this.
Also they promote responsible gambling. And pre-commited limits if you want.
It's up to the person to limit themselves.
Here in the Midwest we have lots of Native American-run casinos and I see absolutely no issue with it, I'm all for full gambling legalization. It's one of those really pointless laws that only exists due to religious roots. Much better to do it in a casino then some shady place that you end up owing debts to anyways.
