That's pretty hard to answer. It's more polished and solid game and the heists are more enjoyable. On the other hand, it doesn't have such replayability and RPG system is really boring. Won't hurt trying it and deciding for yourself, I guess?

Despite being in the same series in the same genre and the same premise the games can be pretty different
the deal as I understand it is that Payday 1 is more tight and linear, while Payday 2 is more open ended and built for replayability more, although it has less satisfying levels
it's kinda like Portal 1 vs Portal 2
which you like more is ultimately up to preference, but hey, it's free so who gives a shit, I don't think many dispute the fact that whether or not it's worse than Payday 2, it is still good

To be honest, I liked Payday 1 a lot more than 2. I'm not fully sure why, maybe it was faster-paced and the levels felt more rewarding?
The heists in Payday 1 (and arguably soundtrack, preference, tho) were far superior to that of Payday 2's heists, although 2 is getting some pretty good content now. However, Payday 2 is superior in almost every other way, including better gameplay
