Probably because it came out at a time when Ace Combat fans were expecting a new main game after a long silence. IIRC AH was also marketed as a series reboot, not a spinoff.

AC:AH is trash and the rest are console exclusives, emulate 4, 5 and 0 instead

You can easily emulate 1-0. I think you can also emulate Ace Combat: Assault Horizon Legacy too for the 3DS. Don't let the name fool you it's a really good remake of Ace Combat 2 and the + version had amiibo support
Just make sure if you emulate them you get one of the newer beta builds of PCSX2, it recently included some fixes that support hardware acceleration that make the games way more playable. Otherwise you need a good CPU for software rendering.

Does PCSX2 still have problems emulating AC4 in Hardware mode? Last time I tried it with the developer build, it wouldn't render the player's airplane's texture
They added support for mipmapping to one of the newer versions of the GSDX11 plugin so you can play it in full hardware mode now. You just have to make sure its toggled.
I tried it when they added in mipmapping support. AC 5 and 0 work just fine in Hardware mode, but I was still getting texture glitches in 4. These video shows what's wrong with it
