FWIW the council has 22 members which means it can still probably function but most of the people on it are doctors in relevant fields, meaning it could take awhile (if ever) to get back to full strength.

I wish these people didn't resign. As bad as Trump may be, they should have kept their posts because it would be worse for the country if they were replaced by yes-men who don't have the same passion and experience in the fight against AIDS.

Regardless of yes-men or not, they'd be in the anti-HIV/AIDS organization... something Trump doesn't even care about. What do they have power over exactly, especially without his direct approval? I would even doubt he would fill these positions in their absences. Not to mention the tremendous good these people can do on their own if the agency they're supposed to be working with simply was doing nothing. They certainly have the passion and want to do something - why do you think they left?

This is why brain drain exists. Qualified people who don't think they can be used properly here [I]will[/I] find somewhere they can. It's clear they believe they can do more good elsewhere. You can't just have a legion of scientists and officials sit on their hands doing nothing for 4 years on the off chance you might give them a call someday maybe probably not though. Believe it or not, a lot of people won't just be content collecting a paycheck and waiting, they have passions and goals they want to get to.
Scientists don't even make that much money. They dedicate their lives to helping people and to find the truth and often shackle themselves with debt after so many years of schooling just to achieve their dreams - dreams of doing something greater for mankind. No shit they're going to move on with this in mind. Well put, Mister Sandman.

If The Trumby isn't interested in HIV/AIDS research, he's not going to be giving them much money to do research or establish support for victims, and they're not going to be able to pay their bills. Opening themselves up for payment from a more interested patron or even leaving the country is both a strong ideological statement and a sound financial decision.
Just another thing that Trump was never going to be able to handle.
