The majority of the human race does it. The more people are present at the scene of an event, the less likely anyone there will ever act to help them. One of the reasons it was the first thing taught to me in a number of first aid courses, is because knowing that it exists is one of the best ways to counter it.
At school, people watching, teacher ignoring her pleas for help, boys were at the age of 15-16, was raped twice by the same boys.
I usually don't get to feel down when reading the news but this just did it.

Rape is way more common than people think in the western world, almost 300,000 cases happen each year in the States alone.

I believe this kinda thing has always happened but recently people have started to become more outraged about it.
Many forms of sexual assault have been considered socially tolerable or even acceptable (e.g. "it's the woman's responsibility to not get raped" and "there's no rape inside a relationship") and in recent decades western cultures have rapidly gone towards a zero tolerance stance.

Well, When the teacher doesn't do anything. You sue the school, The teachers individually and the students.
You make sure that everyone that was loss involved shares the blame for their inaction, not just a slap on the wrist and please do something about it next time..

That's how bystander effect works though. You look around, see how other people are reacting, and use that to inform the situation. It's not a conscious practice, but a sort of logical shortcut our brain makes. We're programmed in certain ways, and this is one of them. For most situations where this comes into play, it works exactly as intended.
For example: something unexpected happens. You hear a loud noise, see smoke etc. You're momentarily confused, look around, and see people running. Your subconscious fills in the blanks, reports danger, and triggers the appropriate response. Danger! Fire! Alternatively, you look around, see nobody looking concerned, and your subconscious fills in the blanks, gives the all clear signal, and you are put at ease again. Must be a false alarm, you reason. If nobody is reacting, then they must know something I don't.
This shortcut can backfire, however. Something out of the ordinary happens, you are momentarily confused, you look atound, see nobody else looking concerned, and this time your subconscious triggers the wrong response. Something IS wrong, but you don't recognize it as being wrong. You fill in the blanks with the wrong answers.
In more direct cases, like this one, it's almost a kind of group paralysis. You look at, see people failing to respond, and assume that something has already been done, that the other bystanders know something that you don't, or that you might be doing more harm than good by intervening.
The bystander effect is broken simply by calling for help from one specific person. Pointing at somebody and saying, "YOU, help me!" Cuts through the fog and triggers a help response in the majority of situations. Once one person begins to react, others typically join in immediately, having gotten the proper trigger to realize that this is a serious situation that demands their attention.
I'm genuinely not surprised about any news that comes from any EU country with the word "rape" or "assasult" in the title.
Let's just hope UK borders aren't switched from "Easy Access" to "No Holds Barred Access"
