I've found that a LOT of store managers tend to call anything they don't like you doing in their store 'illegal' as a method of intimidation.
Last Halloween, I dressed as Minecraft Steve with a huge box on my head and went to Kroger in it. (I work there, actually.) The service desk manager stopped me and tried to tell me that hiding my face in the store is illegal. I asked why. "Because people might think you're trying to rob the store." Haha, what? I immediately refuted her by googling it on my phone. It most certainly isn't illegal in my state.
I love having a smartphone so much; all arguments at any time of any day are solved in under a minute.

It kind of is illegal, in the states, depending on what state you're in and it varies a bit, but wearing something that conceals your identity or voice in places like stores is illegal
