Sometimes I wonder how much freestyling is "off the cuff" and how much were just rhymes that the person thought of before and decided to store away for situations like this, because DAMN that was impressive

That's common practice in freestyling, to have a bunch of rhymes memorized and remix them on the spot. No one is just naturally talented at freestyling, you gotta practice it.

Okay there's actually some nuance to this. Freestyle used to mean you came up it with on the spot. But over time the definition has kind of changed. You would refer to what people used to call freestyle, as improv. Basically, it's like an unspoken thing that you're allowed to come up with as much as you want for a freestyle ahead of time as you want. If it's really off the cuff, tell us (or better, show us). If it's not, don't worry about it. You're allowed to show off so nobody's going to blow your cover, so to speak. I swear in some videos people are looking at phones off screen/under that table thing, but the best artists have their stuff memorized and improvize.

This (2:15) was me and my step-brother's favorite freestyle in high school just because of how memorized it sounded. Imagine a stand-up comedian keeping like 10 minutes of his set on backup, just in case he got caught on camera being asked give original content. That's basically what a modern freestyle is.

also in case anyone hasn't seen this legendary freestyle by Gambino. It's amazing how quickly he snaps into it haha. Plus, he's super talented so who knows how much of this is improvised or not.
