I remember seeing this as a demo at my brother's dentist's office. I always picked the rally game though, because I was really into that shit at the time.
I actually owned this game when I was younger, I remember it was trying to be another anthropomorphic hero like crash or spyro but it was just missing the mark (personally).

I played this game to death. 100%'d it twice.
Blinx does use his goggles if you use the fire sweeper, which is a neat little detail I suppose.

I also played the second game a ton. Playing them both again a few years later I can tell that the first game is definitely better.
The second game does improve some stuff, and adds a few things I do appreciate, but overall the first game is better.
The second game doesn't have the backflip issue, which is super nice! And it does have split-screen as well!
I loved these games so much that I tried to implement the time mechanics into Portal 2.

At least I still own the original game with a pretty clean case and with the manual, that's rare even though it's in german
