Donald represents a very specific type of character and going to war is a very important part of his past.

If you notice, his normal outfit is that of the Navy, but the only time he's ever gone to the navy was Ducktales, about 60 years after his creation

that's because cartoon shorts and animated tales weren't usually considered children's material til the 60's when hanna barbera started to to daytime television. things like tom and jerry, bugs bunny, and disney were played in theaters for adult audiences, as an intermission piece. That's why there's a ton of wartime stuff too, propaganda was a huge money machine and there were few other places you could convey messages to so many people other than theaters and newspapers. Even Dr Seuss was a huge wartime figure
