They flinch at even the slightest hint that a storm could produce a tornado, and they definitely have issued warnings for funnel clouds in the past, even cold core ones. [editline]15th July 2015[/editline] Unlike EC here, although their tornado warnings are just a slight bit more careful and less frequent in nature than say any NWS WFO, if they're not awake at the controls, jack shit is going to be done anyway.

Usually in the my area when they see a funnel cloud it is reported and alerted. They got a shit ton of storm watchers in the area and police officers who are trained in storm watching so when they see it they tell dispatch and they usually hit the alarms for the area it is in. Better to be safe then sorry. People also need to be mindful of radar indicated threats and actual visual confirmation.

A clearer title would be: "Enviromental Canada failed to issue Tornado Watch as funnel cloud formed over Winnipeg". Not really catchy, but I'm no journalist. On topic: It was a good guess on their part, but that's an awful lot of risk for what could have been a disaster. Here Tornado Watches are thrown out like candy. Even the slightest chance is considered a possibility.
In the past there have been issues with over reporting resulting in complacency when it comes to natural disasters. It's not a case of nothing to lose.
