I can see the actual reasoning. It seems some women tend to throw sexual assault/rape accusations like nothing, often to get rid of responsibility from their own fuck-ups and such. Problem is that this would further increase the number of rape cases which get never reported, as the woman would have one extra thing to fear. It's a dumb idea, but I can't say it would be completely without reason. Now removal of driver licenses? That's fucking retarded. Some people just aren't, and never will be able to properly handle a car. People who fail to drive safely are all jailed, or what?
It sounds like the guy is a total bigot and doesn't care about what women think of the subjects. Especially when your bills only apply to victims of rape and calling them "accusers" like they should be looked down upon. And secondly, he wants to consider a miscarriage a crime scene, who the hell looks at a live woman who just lost her child and thinks chalk lines and yellow tape?

Surely there is more pressing matters such as financial issues to deal with than what to name a particular person in a certain type of case? As for the car license.... yes, we have a right to travel the roads. But we a license doesn't restrict that, it merely regulates the form of travel. We can always walk. Just because it's not the optimal kind of transportation doesn't mean it's forbidden.
