First time I have heard of anything about Tajikistan other than that it exists.
is this because Putin basically sassed Nazarbayev and now he's trying to say that he doesn't need Russia anymore by cooperating with the other central Asian countries

I don't think so. By the way Putin never sassed Kazakhstan, he complimented them. It was a mistranslation. Tajikistan wants to be in the Eurasian Union.

doesn't really matter, if i was one of russia's many neighbors i'd be talking with the other neighbors about possible contingencies if shit hit the fan too, after all russia doesn't seem to care much about its "allies"
First time I have ever seen cooperation in central Asia, especially with Tajikistan.
Each nation in that region hates another nation very much (with the exception of Kyrgyzstan and Kazakhstan which generally get on good terms and Turkmenistan because the only thing they're relevant for is gold statues and dictatorships)

a. belarus
or
b. trying to get good weapons to fight their neighbors (and then russia will sweep in and take their land)
They promise so much but never fulfill anything like all the other Muslim countries' governments.

There was some news a few years back about it being a sanctuary for warlords and Taliban during the Afghan invasion/intervention thing.
