My mom is a department of child services worker and she was just talking the other day about how common stuff like this is. Parents will tie rope around it to cut off circulation leading to it basically just falling off if the case is severe enough. A lot of cases like this get linked to parents frustrated over their toddler having troubles with being potty trained.
