I can see this as an attempt by Putin to try and delegitimize Comey to the American public. He wants Trump right where he is right now due to his sheer incompetency. Watching the video he sounded semi-serious (and really that's all that's needed) but the key point is that he knows that many members of the American right still hold mistrust in Russia. Associating Comey with Russian deception just helps with the mental gymnastics. Putin isn't dumb.
Try to falsely associate him with Russia, and if somehow Comey ever loses his mind and accepts, Putin can insure he gets natural radiation poisoning.
