[B]T[/B]he [B]T[/B]sar' [...][/I]) puts dramatic emphasis and lends power to the word that follows,[I] 'Putin'[/I]. There is less flow due to the letter 't' being a consonant, which to some degree gives the sentence a negative connotation. This suits the message well in context.

I have no idea how the Russian people feel about their current government, but any protests simply won't happen.
