This boils down to business owners like him being too fucking cheap to properly take care of their employees, so they cut their hours and force them to fend for themselves on the open insurance market. This is one more reason we need proper nationalized healthcare, the employer-based model is dependent on employers actually giving a shit, which they clearly do not.
