European leaders have named Polish Prime Minister Donald Tusk as the next EU president and Italian Foreign Minister Federica Mogherini to head the bloc's foreign service, current leader Herman Van Rompuy says.
"Elected. The European Council has elected PM Donald Tusk as the next president of the European Council and Euro Summits," said Van Rompuy on Twitter.

The Polish leader is understood to have won over Mr Cameron in a telephone call in which he promised to back British proposals to change the way the EU operates.Crucially, the Polish premier indicated he would be ready to support Mr Cameron’s plans to introduce new limits on welfare payments to migrant workers from other EU states.
Reforming immigration laws allowing the “free movement” of people across the EU is a key goal for the Conservatives.
“There was a constructive conversation and he acknowledged British concerns on free movement,” a British source said.
The development will be a significant fillip for the Prime Minister, who has made a personal commitment to reform Britain’s relationship with the rest of Europe.
This should be a happy moment for Poland, but some people here are saying "oh wow he is going to get a EU salary now".
He's president of the Council, there isn't really a single President of the EU as a whole
Misleading title, people are going to think the EU acts as one.

It's not a success for Poland, it's a personal success for him. He may bring some good to Europe as a whole with his strong point of view on Russian/Ukraine conflict, but for Poland itself - no, I doubt it. Just like von Rompuy's position helped Belgium right? That's why people are not exactly happy. Some are mad, because he's leaving the country in a hurry, "abandoning the sinking ship", with no chance to win next election, the mess made by his less fortunate decisions is left to somebody else.

There is an extremely different perception of Tusk in Europe/World and in Poland.
