Pretty much.
Except for voice acting I believe, they'll have an injector for that, sort of like what Tale of two Wastelands does for Fallout 3, where you have to own Fallout 3 first.

it's good but to be completely honest I'd rather they just did the graphics update. recreation mods like this often end up being too ambitious and end up like deus ex revision

I feel the opposite to be honest, I was a big fan of the game play update that came with 4 but I hated the shitty bright fake look of everything. I always thought it made the game look more like like mirrors edge than fallout

As long as F4NV get these or something like it, It will fell like New Vegas but the gunplay of Fallout 4.
New Vegas was a weird game when it came out; when people first saw those first leaked streams everyone thought it looked like a rushed mess; me included. Something about the way the game looked was off.
But when I think back on New Vegas that unpolished edge worked in the complete opposite way that it did for Fallout 4. New Vegas was weird, and the world was strange and cruel. Coming across Nipton is something you just won't get in F4.
I feel like there's so much of the Mojave I don't know about despite starting 10 characters and exploring so much of the wasteland. The Mojave will go on without you is the main feeling I get. I don't feel the same way about Boston; in fact Boston feels like a game world created for your character specifically.

mostly because it seemed as if 99% of the assets were from fallout 3

This is the exact difference in design philosophy between bethesda's fallouts, and the originals+NV

Well, [I]someone[/I] doesn't know anything about this sort of modding in regards to Bethesda games huh.
Never heard of Morrowblivion? Skywind or Skyblivion? Tale of Two Wastelands? Bethesda are fine with this sort of thing as long as you aren't using their own assets, though you [I]can[/I] do that as long as you make it so it requires you actually OWN the game in question, like Tale of Two Wastelands does.

There was a lot of reuse but I think obsidian had like 13 months of development from beginning to end, with an engine and code library that they're never used before. Kind of impressive New Vegas turned out as well as it did.

I wouldn't say that. I remember two of the first things i saw being covered was melee weapons and the 'circular' system for selection.
The first screenshot i saw was this:

And it just felt like it was modded fallout 3 with some melee added in and UI tweaks. It felt like they took mods for fallout 3. So yeah it just seemed like a modded fallout 3 being rushed out. Not so much it reused all the assets but that it was a rushed total conversion mod sold for profit.
New Vegas was the first Fallout game I ever played. Ever since then I've been disappointed with every other FO experience I've had. I'm hoping this mod goes well.
I really should play FO1 and 2.
they actually report significant progress on a regular basis over at their discord. so far this is on a steady track to actually getting finished and using the parts of FO4 that proved to be cool, like weapon modding

Stingwings are basically weak ass cazadors so they already got the technical side covered. Just have to give it a sweet model.

If anything, New Vegas proves that fantastic content trumps literally everything else.

Yup. Doing the same for Fallout 3, too.
And honestly, that's the ideal Fallout game to me. New Vegas, but on 4's engine. 4 has gunplay that would hold its own in a competitive multiplayer shooter, looks gorgeous, [I]is several orders of magnitude more stable[/I], has far better modding capability(We have custom reload animations on mod weapons now!), and just in general is the far better game mechanically. But New Vegas had the story, the lore, all of that was down pat. A melding of the two, where the best traits of both games became one single game, would be the ideal Fallout game, and this is probably as close as we'll get.
Also, FO4:CW is a great nostalgia trip, and I wouldn't be surprised if there ended up being a version of TTW that combined FO4:NV and FO4:CW. I don't think I'd ever buy another Fallout game again with that :v:

This crew won't get DMCA'd because they're either A: making the assets totally from scratch, B: Making extraction tools that require the end user to extract the assets from their own copy of the game(For sound, mostly), or C: Using Fallout 4 assets(Which is perfectly acceptable when you're making a FO4 mod as the player already has those assets and your mod just tells the game to use them in a new way). Apparently, FO4:CW will work even fi you don't own Fallout 3, but you'll lack the FO3-specific sounds(So no Galaxy News Radio :/).
They'd only get DMCA'd if they were redistributing Bethesda's assets. They're not. It's the same way the TTW crew hasn't been DMCA'd, they're not distributing any of Bethesda's assets they just provide the player a means to extract the assets from FO3 to make it work in NV and provide custom assets where needed.

If you actually enjoy a good RPG, a million billion times yes. It's one of the best games I ever played.
It's very much worth it. It's the only game I've never actually gotten tired of playing since I bought it on release day. New Vegas is my all time favorite game just for the atmosphere and storytelling, not to mention the flexibility of how you'd like to play the game.

Arguably the best 3d Fallout in terms of story and worldbuilding. I could go on and on about it but it's best to experience it for yourself.
