While the expenses incurred by the SS may be somewhat under his control, Trump doesn't have any say in the budget cap that may or may not cause some of the SS to miss out on due pay. That, as with most fiscal responsibilities, is set by Congress.

Salary caps is only one half of the issue. The other being how much Trump and his 18 immediate family members travel.
And since "Protection for the President and Vice President of the United States is mandatory. All other individuals entitled to Secret Service protection may decline security if they choose. This is a man who openly said that it's his right to avoid paying as much taxes as he can. There's no surprise that everything catered to him and his family is paid for by our tax money.

But trump DOES have a say in how he lives. And he and his family DECIDED to live in a way that forces his protection detail to spend way more money than Obama.

It seems odd then that for a guy who claimed he was going to cut wasteful spending, that he's already blown the entire year's budget for his own security because he's taken so damn many vacations.
Remember, this guy is supposed to be the "businessman" who's "good with money".
