It's slightly... Macabre, but really, a 'real' name like that is always better than a made up name. They just sound more plausible, which is kinda important when undercover.
Well, sure it's bit of a mean act towards the families of those children if they knew, but a criminal would be looking for a officer with a certain name, rather a unknown child

Strictly speaking if the undercover cops got into a bad situation couldn't gang members go after what appears to be their family, but is actually the family of the dead child? Doesn't seem like that far of a stretch
What if they fuck up something, and when the undercover police is KIA, they send someone to the dead child's family to give them the bad news? :v:

Furthermore, if the criminals actually did find the family of the child, wouldn't they just as well see that the person is [i]dead[/i], and realize that something is fishy about their former friend dying 20 years before meeting them?

They weren't trying to fool the sort of criminals you are thinking of, it seems to be mostly protesters and political activists that they were infiltrating. In that case they were just trying to make the identities stand up to the most basic of checks.

I don't think Criminals would bother having administrative connections inside a hospital or a mortuary archive.
Well, to be fair, [I]they[/I] weren't using them...
The main character in The Day of The Jackal does this. The idea being that you find the grave of a similar age to yourself but died as an infant, then one can get a birth certificate and use it to get various identifications. I'm sure it's something secret services have been doing for years.

Criminals also do this quite often as well, obtaining dead people's identities and passing them off as their own. It's a pretty common tactic to make a "fake" name seem more legitimate.
