They don't have the balls to admit that there might at least be some elements in the state that support such proxy action independent of central guidance, even if the state itself doesn't support such action.
But the accusations are true lol and I don't even like your new prime minister

I don't either, it's just that they've indulged so often in breaking the peace and the ceasefire even (one incident where Pakistani troops beheaded a couple of our guys after killing the rest of the patrol they were in) that one must take anything they say and any counters they make with a big pinch of salt.
Nor do I deny that maybe the PM couldn't have phrased it in a better fashion, but when our last PM said much the same thing, they dismissed that as 'baseless rhetoric' too so take it how you will.
