Because slowing it in a video editor creates choppiness.
Why not record at a high FPS like 120 and set it to play back at 30fps?
That way you don't have those annoying little movement hitches.
I suppose this is for those who prefer recording with Fraps, which is impossible to use to record anything over 60 FPS (at high resolutions, at least).

And most video formats are 24 or 30, meaning you can halve the speed

I'm very aware, but the creator of OP's video is implying 10-25% the normal speed.

It's all post-production, so you record te video at 60 fps and then the software will upsample it to 200 and blend the frames along with all sorts of other sorcery. Someone posted a really good video of Battlefield 3 using this software a few months ago but I can't find it anymore.
