The timescale change is a sourcemod glitch, I have no idea about the bonk.
I think with the Bonk!, they put the timescale to zero, so they can't move, but their invulnerability doesn't end, thus why explosions and such doesn't move them. I know this because the timescale thing affects ubercharge and cloak.

Nope, you can do this on any server if they dont have a block for it. Works in L4D, TF2, and any Orange Box mod like Synergy.
