When they say to you they have a "licence "it doesnt ,mean that it is safe it just means they have a "licence " to the activity sorta like 007 a "licence " to kill the bit they dont tell you when they use the term "licence " I wonder what the European EU "licence "for beef is?? A few little bugs and some ammonia won't hurt you. Unless they're poisonous bugs. In which case you can sue the burger company for all they've got.
