Probably because raising tensions with a world super power based on information he doesn't have is a bad idea. And even if he did have the info, what do you want him to do, nuke Russia? Start Cold War v2? We know what Russia is like, if anything more than what the Obama administration has already done happens, we can expect more fuckery. Saying "lets move on" and dodging a bunch of questions isn't exactly giving us a concrete idea of what he wants to do.
Honestly as someone living in Americas northern neighbor I'd rather not have the states start world policing again.

DHS is the US Department of Homeland Security, I don't think they were involved with Iraq. Although it was created after the twin tower attacks.
