You have to put skill-points in the weapon you want to use.

lol, let me explain. Maybe I am just a noob, but I started on the very first level earlier. I saw a guard and went to shoot him with the 10mm pistol. I was crouched behind a crate and when I shot at him, I could see the bullets are ridiculously off target. I know that if you stay still then the reticle focuses in and you get it more on target but I would hate to have to wait so long between each shot.

Try starting a new game and upgrading your pistol skill, it helps a lot.
