Not to sympathize with the Russians, but this is incredibly badly worded and biased sounding. The Crimean government is giving back land to the Tatars that was previously taken during the Soviet times, and taking back other lands which the Tatars are squatting on. They're doing this in order to seem like the good guys.

Seeing how Russia can get away with annexing a territory by military occupation and rigging a referendum, if these guys want to treat the Tatars like shit or even deport them they could probably do it.

Moscow and Russia had very big trouble expanding into Crimea and bordering Georgia/Turkey in modern day, there were alot of people who didn't like the Russians taking their land and they were a mixture of Mongol / Russian. One of the lasting countries that push backed the hardest in their annexation at the time was the Tartars, who allied themselves with the Ottomans and were complete bastards in their rivalry with the equally bastards Russians.

People who are ordinary called Tatars are the 2nd largest ethnic group in Russia and they look mostly Caucasian. Crimean Tatars are indeed Turkish however.
