You know, while there is a good chance this is some BDSM thing, there is an equally good chance that it's just a couple or some friends going "Hey, you just want to mess with people on the streets?" I mean you can't really assume anything from what we know.

A small engineering firm wouldn't have as much of an issue. but you might have a fair bit of taunting or such in workplace.
Public areas should be neutral ground for all to enjoy. You could argue "it's just some people having fun and they're not naked or anything" but it's obvious it's a fetish thing which makes it weird.
