Cawl has been mentioned before and the Emperor has already heard rumors of "some project" of his. He hasn't done anything yet, but he was already relevant.

I wouldn't really consider a brief mention as being "relevant" and even that was just from a q&a section during one of the podcast episodes. Even that brief mention was basically just "I don't care what he's doing and it'll never go anywhere" so it wasn't really indicative if he was going to adapt The Gathering Storm at all or if he was going to just keep doing his own thing.
