Oh man I remember this game, it was like one of the only three good games to ever hit the indie game program.
It's totally worth 4 bucks btw.

It'd have to be a godlike procedural generation system to produce a proper flow within the levels. Thea reason the level design is so good in that game, as TB said, is specifically because it's hand-made. That said, a level creator would be baller.
