I think there's a video like this every year, it's always some European driver trying to go through a flooded road, and all of the videos are equally golden.

As long as the engine doesn't stall.

I saw firsthand something similar happening in Wallington this afternoon. There's this big dip under the railway bridge there, and thanks to the brutal downpouring thunderstorm we had in the area, three cars got sunk in a massive pool that formed in that dip. A pool that was, I shit you not, FIVE FEET DEEP. What a day it was. Of course this was the day I decided to head up to Wallington to deposit my wages, so I got utterly soaked below my thighs. That'll teach me to save for a rainy day. But at least I was able to grab an affordable bottle of white rum at Lidl, and pop into my workplace for a cup of extra-fancy green tea (our cellarmaster gets his hands on some pretty interesting stuff). So things weren't the worst.

Stress fractures can be created due to sudden temperature swings and temperature gradients across the metal. It's not going to instantly kill the car to submerge the exhaust in water, but it's certainly not helpful.

"It's a Jeep thing, you wouldn't understand" On a real note: Friend of mine didn't buy a snorkel and still went through water in his Suzuki Vitara (NZ Built Geo Tracker, did end up getting a cheap Chinese knock off snorkel). He bent one of his piston conrods and ended up getting a new block oversized. Suffice to say: Don't drive through water unless you own a 4x4 with a snorkel Or you've sized up the puddle properly and know it's not going to fuck anything up. It could save your Jeep... I feel like a Jeep Salesman, I'm going to quietly slit my own wrists right now (I like Jeeps, no not the new spaceship ones; the XJs, everyone else in New Zealand with half a brain doesn't).

Having the intake duct in a low, cool area far away from the motor with access to fresh air is the most efficient means of providing air to the engine. Combustion is more effective with cool air. The motor puts off a lot of heat, so it makes sense to keep the intake away from it. Not to mention all the low-hanging sensors and whatnot that you're exposing to water when you do this. Just by being that deep you could fry o2 sensors, crank position sensors, your oil pressure sensor, etc.
What did this guy expect? For his car to turn into a boat? It's obvious the water is deep.
You know, it's bad enough that he drove into the flooded area, but what makes it worse was that there was clearly someone else who did it and was stuck. Case of not being able to put two and two together. Two people did this under a bridge in Harrow today, lengthwise the flooded area under the bridge was about a third of that in the video at best.

He could have at least shut off the car immediately to lessen the damage.
If you ever get the chance, going through deep water on a motorcycle is fucking fun, and thankfully the air intake is generally pretty high up with the exhaust as well so its more or less safe to do.
What would happen if you drove an electric car through? I'm expecting electrolyzed flooding
