What is the easiest to use video editing software?

I just need something I can use to cut out clips from pre existing files and upload them to youshit

hmm. AVS video editor? it's what I use. easy as WMM but you can do shitloads more and save HD movies.
EDIT: it's free but watermarked. you can register it for $39 to remove it.

Seriously, either use WMM, or spend time, effort and money on learning one these combinations of software;
After Effects + Final Cut Pro.
After Effects + Premiere Pro.
After Effects + Sony Vegas.
Often made better by the addition of:
Shake/3DTrack.
Melodyne/Audacity/Soundbooth/Soundboard + FL Studio.
3DS max/Maya/Cinema 4D/(Blender?).
Photoshop/Flash.
+ Plugins like optical flares for After Effects.
That is on the software side of things.
If you don't want to use any effort, money or time then I simply can't recommend anything other than WMM.
You know it is really easy to cut clips out, even with complex editing software.
Use Avid Media Composer or on Mac use FCP. Otherwise use windows movie maker but actually don't really do that because that's gay

I don't think the 3D modeling/motion-tracking programs are really necessary, not in the case of "cutting clips from pre-existing files". Sounds like OP intends to stitch a montage of clips together, or make a YTP at the very most.

Pretty much this. I use After Effects and Premiere Pro, and they have never let me down. After Effects is even polite enough to let me know when it is going to crash and let me save my work.

Truth is they're all the same, check out either Sony Vegas or Pinnacle if you want something with BASIC effects, but honestly WMM does the same thing, its all about the quality of footage, how well it was shot

Then WMM fits your bill. There's no need to invest in software just for cutting out a few clips and uploading to Youtube.
In my opinion, Windows Movie Maker is the easiest, and what I used to learn the basics of video editing. You can't really do effects with it though. But you can easily cut out clips from pre-existing files like you said you wanted to with WMM. I Movie is also nice if you have a Mac, you just can't get it for Windows. One of the most complicated is Adobe After Effects. I have CS5, but it doesn't matter what version you use.
