I think Kim Jong Un is just jealous that the US isn't having joint military exercises with them and it is launching missiles to show how fun having military exercises with Best Korea would be instead of Boring Korea.

I would suggest we station some CIWS cruisers into the area and make them shoot the rockets down before they hit water.

There are more efficient ways to reclaim land from the sea than shooting missiles at it.

On the plus side, that's less missiles NK has to launch at SK in the unlikely event they start fighting again.
