Nouri al-Malik wasn't a dictator at all (though yes, he was a bit authoritarian), but he wasn't a very good leader.
I'd like to see the Kurdistan List parties come to power.
They should adopt a similar system to the US where you can only run twice, that way dictatorships will be nigh impossible.

Perhaps there should be a time limit on these negotiations, sounds like he was desperately trying to cling to power.
