Naah, these cats are cute and do exist - I sent this video to my dad a week or so ago when I first saw it. He grew up in a village in Kerala and he knew of these, though he called them "balalams poochas". They used to show up sometimes near his village and contrary to their adorable-ness they are entirely feral and usually go after chickens, the odd duck, rats and squirrels, but otherwise only come out at night and crawl into small holes under trees to stay safe during the day :v:

No they aren't. Cat eyes are roughly five to ten times weaker than ours at range, have limited color detection, limited saturation detection, and their ability to detect movement is likely roughly on par with human eyes. They have better low light vision (which is about six times better than ours, which I assume is where this assessment comes from), but you pay a lot to have good night vision.
Meanwhile human eyes are backed by a great deal of image processing and pattern recognition far beyond what most animals have.
Powerful eyesight is one of the major defining characteristics in humans. We are harder to fool with camouflage and have excellent all around vision for a ground based predator because we walk upright and can make better use of it.
When they are full grown, they stop looking like kittens. They are still super small, like a third the weight of a normal house cat or less, but they look like adult cats.
Still super adorable though.
