Five Nights at Freddy's isn't exactly the type of game you can judge by just looking at it.
Most horror games if not all of them look like babby garbage when you just watch other people play them.

I agree with your opinion when jumpscares are used to excess in a game. But in the case of Five Nights at Freddy's they are only used to punish you for fucking up, releasing tension, and giving you an actual reason to keep checking the lights and closing the doors when the animatronics are about.
The game isn't brimming with them; they are only used to induce a certain sense of dread and provide a crescendo to said sense of dread after time passes, and used to great effect at that.
