He's not saying to attack other civilians, but to actually defend itself from foreign bombings (which the army is supposed to do).

Israel bombed Syria killing civilians. That is an act of war, any response would be fully justified. Turkey is telling Syria their military should do what its supposed to, defend their countries from foreign attacks. Instead, Syria's army cowardly targets their own populace. I know you live in Israel and you would fear a reprisal, but you need to understand, when Israel attacks other countries, they put their selves at risk for a retaliation.
As if Assad could manage a conflict with Israel right now. The Syrian government is having a tough enough time dealing with this civil war for over a year now, what does Turkey expect Assad to do, exactly?
